Using the little known characters is Gunn's thing - the general public had zero idea who any of the characters from GOTG were before the first movie, but he got them up to speed quick.

Also - the premise of the Suicide Squad doesn't really lend itself to characters sticking around for multiple movies - even in the books, they had obscure characters like Mindboggler and Big Sir basically being used for cannon fodder outside of the main players like Harley and Deadshot.
