You don't know what ascending and descending mean?

It just means you organize how they appear from either best to worst or worst to best. i.e. A's to E's or E's to A's

If you wanna fast travel around mother base, put yourself in a cardboard box then sit on the scale looking thing labeled cargo loading zone next to the helicopter pad. You can then choose where on the base you want to be delivered minus the long helicopter ride.
