He can't decide that on his own internally.
I don't even know what your second paragraph is about. :yeshrug:
What are you talking about? He is the head of the organization. It’s his call.

The second paragraph is telling you that the writers needed Hayward to be the villain but the scenario of WandaVision they wrote points to Wanda. So they forced a conflict. That’s why Hayward’s actions don’t make sense except to justify him as the villain to the audience.

The two people who got punished for Westview were Hayward and Agatha. Neither of which started it.

Fury as Director of Shield reported to Alexander "Hydra Bro" Pierce.

Hayward (as Acting Director) was appointed by and reports to someone else.

He may have been in charge but we don't know the degree of autonomy.

It was pretty cool seeing Mary Kate and Ashley do that Salem witch scene with their sister with no make up or special effects needed. Good for them.
When she got her powers absorbed the first thing I thought of was the incoming memes comparing how she looked to her sisters :mjlol:

That’s true.

SWORD was the only one with a base outside the hex so he’s the highest ranking person on hand to make decisions. Wanda has at this point expanded the hex and taken more people hostage.

Do you know how' laws work? Congress makes them not heads of random government agencies. No he isn't allowed to break the law at his discretion. :snoop:
Ok, yeah that's how it was written. Sorry you didn't like it.
And no one has the power to punish Wanda.

Break the law?

Im taking about going into the hex. He’s in charge of the operation at the Maximoff anomaly. This is a hostage situation.

He can do whatever he wants with government property except resurrect it?

So from story perspective he hasn’t broken any law until he got White Vision on line.

Meanwhile Wanda has a town full of hostages. Took an FBI witness hostage. Took a SWORD agent hostage and nearly killed her. And seemingly created a sentient weapon.

so why would he need to lie about Wanda stealing a body to make an aggressive move like killing her with a drone strike?
