the plans are cheaper to offset the cost. on Verizon, for example, a line in a two year contract was $40/mo. now it's $20/mo. $480 in savings over two years.

that $700 phone you bought for $200, you were always really paying $700 for it. it's just clearer to the consumer what you are actually paying for, and people who want to bring their own device (bought through a manufacturer or online) aren't discouraged from doing so by having to pay for a subsidy they aren't utilizing
