on the flip side, Timbo could never do what the Neptunes do without sounding out of place because his sound doesn't stretch as far.

It sounds kinda stiff and robotic to me. It doesn't feel "urban". It doesn't sound like it would get play on an urban radio station unlike something like this:

They were responsible for alot of the overall feel as far as vocals and harmony go.because the drums go harder. Tim always had an edge with the drums. He also had the benefit of learning from Devante Swing who specialized in making the music Timbo does now. Pharrell had Teddy Riley who more into innovating. The schools of thought where they honed their craft were different in approach.
Also keep in mind, Timbo sampled plenty. The Neptunes only sampled early on (Use Your Heart being one of them). They avoided sampling

Timbaland's reach is further than The Neptunes. Tim produced a country meets Hip Hop album for Bubba Sparxxx. He broke an alternative Rock act. He flipped Middle Eastern and Indian samples and made huge hits out of them. He had production that people were yrying to lump into Drum & Bass, Grunge, Techno, and other genres. He nade Louis Armstrong inspired track for Cee Lo Green.
