I don't know if you can call Pac "dominant". Yes, he had some powerful singles but his popularity was moreso because of his brushes with the law and the media comparing that to his music. But I would say his dominance was for a few months in '96. 2Pacalypse Now, Strictly 4 My N!GGAZ and Thug Life Vol. 1 all had as much fanfare as every other album.
