How? I thought it was changed to reduce stoppage of play from teams dumping to force a line shift
before you used to have dudes racing down the ice and getting clipped from behind and breaking their legs etc

Really? Didn't know it was that bad. When I watched as a kid the refs would only let the icing play out if it was a close race for the puck, and I didn't see many injuries from that.
