I think they come back if missed or blocked like MK11. FB's are so punishable honestly you only see them in combos to finish a round (the damage scales the longer the combo is). In this game if you get hit by random FB it's your fault no other super moves

only 1 was in the move list for the playable. Kameos had their own separate classic fatals (Kano heart rip Sonya Kiss Jax stomp)
