You can do both to some degree but it's a slow process and building muscle while adding minimal fat is an even slower process.
Unless you are totally uncomfortable lifting I wouldn't spend the $ where you are now. A general beginner lifting program and moderate cardio should have you moving inn the right direction is the nutrition is correct.
