He isn't. This is just feelings and reputation and nostalgia, not reality. Ghost couldn't make a WAV Files or Mural Jr if his life depended on it. And that's not disrespect to Ghost. He's an all time great, but it is what it is.

Ghost arguably not even the best lyricist in his own group. Can we verify that he's better than GZA first before we compare him to the GOAT?
