There was no such thing as a "RuffRyders/RocaFella tour", either you're confused with the RuffRyders/Cash Money tour or you're trying to revise history, either way you're wrong.
The HKL tour was a co-billed tour, but let's not mistake that for being a co-headlined tour. The Eminem/Jay-z tour was, the Watch the Throne tour was, the new "Legends of Summer tour is. The HKL Tour was headlined by Jay and only Jay. Even today I hear nyggas talking about how they heard Jay and X took turns closing the shows, it never happened, ever.

First of all you really think nyggas are looking out for each other like that from a business standpoint? Jay headlined the tour and it was named after him because he was the bigger artist with more sales at the time. X only had "It's Dark" at 2x in 98 and "Flesh" had just snuck into 98 so it had no plaques but it was a huge first week, meanwhile Jay had already sold 3x plat in 98.
Tours aren't planned over night, the HKL Tour kicked off in early March of 99 planned around Jay-Z and his success, and it was used to push DMX's sales. Not that he needed any help but the facts are the facts, Jay-Z's tour helped DMX reach tens of thousands of people every night.
That whole part about Jay having to go last because he was the weaker performer is beyond stupid. DMX was a stronger performer then, that is a fact, but to say thats why he wasn't closing the show is asinine, the stronger and more popular performer always closes the show.
Let's also not forget that when Sticky Fingaz released "Jackin for Beats 99" he set it off with "Jigga My Nygga" and said:
"Somebody said you #1 in the streets, thats why I'm coming for you first, jacking your beat..."
The whole industry knew Jay was #1 .
There's nothing to talk about. That solidified his spot in rap history.

What year did it start? Spring of 1999. You in your own words wanted to keep it 98 and Jay wasn't fukking with X in 98 sales wise, impact, or musically.
As for the tour. The Tour was done to give JayZ's more momentum going into 1999. DMX had 2 homeruns with his albums in 1998 so they wanted to give Jay more light by naming the tour after him. They couldn't go with DMX headlining because his performances were memorable and raw to the point where it would make Jay look like a smalltime nikka because Jay at the times stage presence was weak and him going before DMX wouldn't look good. It was a partnership to give Jay the rub and X went ahead and started headlining with the Ruff Ryders /Cash Money tour shortly thereafter.
