It's called a red herring. In the context of the show's setting the statement "The more people we let in the stronger we become" can be viewed as a double meaning. Strength in numbers or strength through nourishment. We wont know for definite until season 5. The Terminus group is obviously recruiting people as you can't have a group that large without doing so. The people there seemed far too calm as opposed to the people at Woodbury and it felt as if they were brainwashed in a sense, with the way some of them were talking. It was robotic. Then you've got the whole thing with shrine. There's clearly a cultist/ritualistic thing going on at the place. They're also categorising people as they intentionally led Rick's group to "A".
