Sinister gets away with more but Apocalypse is more feared in the comics. The world fears Magneto the most though. In comics, they Apocalypse isn't as successful as Magneto or Sinister. He once got handled by Stryfe. The cartoon version.l gets away with alot though.

even if it was during vietnam it could have been before Striker recruited James and company ...
Now with Mystique as Striker maybe Apocalypse uses her as "Striker" to recruit his horsemen...

Remember .. going by the end credit scene Apocalypse was around 4000 years ago ... Wolverine's time travel most likely disturbed the time continuum and awoken him earlier than scheduled.

She isn't giving him to Weapon X, she's freeing him from possible experimentation. At the start of the film she rescues a bunch of Mutants soldiers from Stryker's camp in Vietnam. Stryker and Trask were going to run experiments on them, hence why they tried to dope them up. Mystique intervened and did the same for Wolverine at the end.
