The bolded is a reference to an IG handle "tellemblancosentya" that posts pictures of well known New York area hustlers, including Jay.

Y'all be talking crazy under them IG pictures....

I'm aware of that, which is why it's a Double Entendre. He's referencing Biggie and the IG guy who clearly got his name from "N!ggaz Bleed". "Blanco" is just White in Spanish so when Big said it he was eluding to himself being Frank White or "King of New York" from the movie. Jay always does multiple entendre in his rhymes just like Big did. A matter of fact, it's funny seeing all the "Lyrical Deciphering" on social media. People have finally caught up to Jay using so many entendre's in his rhymes. Even Rolling Stone caught both references in their breakdown:

Bam: Jay-Z has quoted his late friend the Notorious B.I.G. in so many songs that he even has lyrics defending his practice of quoting Biggie lyrics. But when he says "Y'all be talkin' crazy under them IG pictures, so when you get to hell tell 'em Blanco sent you," he's not just referencing a Big's line from "nikkas Bleed." He may also be referencing Instagram user tellemblancosentya, who posts vintage photos of a young Jay-Z and other Nineties rappers.

This nikka is actually flowing very well on here despite first impressions.

And the beats are better than I initially felt too...
