I hate to say it but BIG dying at basically peak popularity due to the beef and being one of the hottest rappers at the time he died is what contributes to this GOAT shyt. We don't even know what happens to BIG, once Def Jam 2.0 comes into the picture in 98. If 50 Cent puts out GRODT in 03 and it does what it does, but then he gets gunned down and killed a few weeks before his 2nd album in 05 ppl would have him on the same level as Biggie maybe even higher be cause he was way more high profile than BIG ever was in his career, even during the Deathrow vs Bad Boy beef. Biggie has been overrated simply because he got killed during that time. Same with Pac to an extent in my opinion. While those 2 were alive there was always someone more popular and sold more records except for 96 Pac he was arguably the most popular rapper ever from Oct 95- September 96.

What? In My Lifetime Vol 1. was originally called Heir to the Throne. There were ads for it in The Source AFTER big and pac died... That was 98

Look how ppl from NYC regard Big L. He's called a legend and not too many ppl outside of NYC ever heard of him at the time of his death.

Point is, we're talking lyricists. Jay ain't been on B.I.G. level, ever. And Jay's one of my favorite MC's. But dude wasn't operating on BIG's level. Ready to Die and Life After Death are two masterpieces both created by a dude who hadn't even turned 25 yet. Jay still hasn't made anything that can see those two albums. B.I.G. is the GOAT, bro.
