Eh, Vegeta's not really a hater. He's just an a$$hole who's competitive about being the best Saiyan. He did hold anger at Goku for being the best, but past the Buu saga they're basically friendly rivals. Plus being that kind of competitive comes with being a Saiyan.
The biggest hater to me might have to be Bakugo, since his reason for being shytty to Midoriya seems to just be his own inferiority complex. Or maybe Envy from FMAB, since his whole thing was just being jealous of humans. Outside of anime, I'd say Salieri from Amadeus.

Dio easily takes the crown. This boy hate is everlasting. Even as a child he was a hater to JoJo and his entire bloodline before grabbing the stone mask and turning into pure evil.

Anime wise it might be Dio
Basically EVERYTHING negative that happens in JoJos can be attributed in some way to Dio hating the Joestars. This has gone through several generations, completely different people, whether Dio is dead or alive, etc. He does not give 1 fukk.
Part 1 he spent the first half of the show living with the joestars and trolling them as hard as he could. He took his girl, burned his dog, stole his parents attention and made him an outcast in his own home. He then tried to poison his pops and kill them. After that he revived as a vampire to take over and continue to make life bad for johnathan joestar. After Dio was dealt with, Johnathan thought things cooled off and tried getting married. Dio was still pissed and forced the joestar to die with him at his own party.
Part 2 is due to him messing with the masks in part 1 for the purpose of overpowering the joestars
Part 3 is him through sheer hater determination reviving himself again and taking the joestar body for himself to cause mayhem for the new generation. Not only that but his stands made Holly sick
Part 4 is from him and the witch looking mf messing with the arrows to make life miserable for the joestars.
Part 5 happens because Dio took the body of the person he hated and used it to smash hoes.
I don't want to give part 6 spoilers but it STILL involves Dio and trying to punish the Joestars.
At least most haters are just fixated on hating at 1 time, Dio has been dedicating every fiber in his being to hating to the point where the beef continued to JoJo's great grandkids. And hes doing it inside the body of a person he hated too.
