I can't speak to society en masse but I can share some insight on Corp America as it concerns to promoting BW over BM.
Yes, in corporate America, especially for DEI initiatives, black women are preferred to black men for Corporate handouts and investments. You kill two birds in one stone in that:
1. She's a woman.
2. She's black.
Why is this the case? Just my observations from life, society etc
But in general, women don't upset the apple cart like men do (i.e. they don't cause too much trouble / go against the status quo) and historically, women are given preference for handouts. Think the Titanic (women and children onto the lifeboats). And this should be expected, we as men are in competition with each other, the notion of waiting for another man to provide for you will always leave you hungry.
Men are seen as the "standard" / baseline in society, so when there's an initiative to say "get more *underrepresented group* into tech/finance/engineering etc" it'll usually be for women. When you now layer in race, again, there's the preference for black women.

We as BM will just need to continue partnering with each other and lifting as we climb. It's a shame because a lot of BM are putting in a lot of good work but it isn't put in the same spotlight (this is another convo for another day).
