OK, they explicitly say Hope and Hank helped so I think the device was made between End Game and whenever this movie is supposed to take place. So maybe she didn't do most of the leg work.

Still didn’t make sense. Janet knew about Kang, but at the end of the last Ant Man, she had Scott go down there like it was nothing. Then they decided to build that device without telling her? You see how convoluted the story was? The first 2 we’re at least cohesive. Janet’s journey is the most interesting, but they just gloss over the character. And Hank Pym is just a plot device. Scott Lang is the “star” but his character development has been the least interesting.
