Singapore and UAE (Dubai) are similar in many ways:in terms of covid and the fact I haven't been laid off and my job is stable, should I start looking or wait until next year?

The downside is that if you're one of those stereotypical "freedumb" loving Americans you'll hate it.
Everyone in Singapore uses public transport, everyone lives in public housing, everyone uses the excellent public health care. In Dubai (as in all of the UAE) "freedom of speech" is a myth. If you talk shyt against the royal Emirs, smoke a blunt or engage in debauchery, you'll be jailed and deported.
You'll spend most of the year in a/c, but if you like summertime weather all year round you'll love it.
