It's been known since looking at what Irvin Kershner da gawd did with ESB in comparison to what Lucas did with the other movies

This was hands down the worst of the prequel movies.
Definitely not just by default. It was lazily made even more so than clones was, but just by default it’s better even with it being one of the most lazily shot movies I’ve ever seen with it being almost entirely shot on green screen and in shot reverse shot for every scene.
Phantom menace is an incoherent mess that has no main character, no clear antagonist, no established cause of the main conflict, no clear motivation for the bad guys, a bunch of terrible kid actors, almost every decision made and every line of dialogue makes no sense, the ending multiplication effect was really bad, and there was jar jar. The only redeeming qualities of the movie were the score, the podrace, and the fight choreography, admittedly all three of those things being great.
Clones was worse too. It too was nearly entirely shot on green screen which aged horribly, wasted too much time on trivial shyt, never establishes the cause of the central conflict or the motivations of the bad guys on top of not introducing dooku until close to 2/3 of the way into the movie and not even bothering to explain who he is or what he’s doing, the acting is much worse, sections of the plot are way too convoluted, there’s connecting scenes for the clone stuff that’s clearly missing, characters again do stupid things that make no sense, the film spends an offensive amount of time stealing shots, imagery, or set pieces from other movies which include empire strikes back without having a clue why they worked in those movies, and then there’s even more time spent in clones on the WOAT romance plot. It was nominated for a few razzie awards for a reason.
