But what you're saying is that Chinatown has its own Chinese funded/established/managed bank and their board of education is ran exclusively by Chinese people, they're local government is all Chinese, and also, their community is policed solely by Chinese people?

If they don't control the finances in their community, their local government, the police, or their schools.... then yes, they are extremely dependent on state\federal money and the greater majority in general......

And lets not pretend that Chinatown is the result of cultural pride and independence as opposed to legally being banned from living/working anywhere else in the U.S. for decades.....

No, but we're not talking complete and utter segregation. We're talking general segregation. Segregation can work and equal wealth just fine. Cacs were segregated from most peoples around the world for like 200 years and built their empire on it. Blacks can do the same.
