No they can't. The money the rules and the regulations come from the state. They can only make decisions within the plan the state gives them.
Thats not true at all. My daughter goes to a school outside of her zone useing no kid left behind. The reason we wanted her to go to the school outside our zone is because the school she is suppose to go too is mainly for Spanish speaking kids. They even teach class in Spanish. Keep in mind this is a public school for all kids in the zone but they cater to Mexicans. A womens' child in my apartments goes to that school and she says its terrible. Her child had a tough time learning because most of the class was in Spanish. The kid could barely read at 7 years old. Trust me fam the state doesn't have full control of all these schools. And if they do tthen thats part of the problem

The charter school program in your state is controlled by your state. And you're right that's part of the problem. In fact that IS the problem. The rules come from the state and beyond, but the money and needs come from the local surroundings. Its a huge conflict of intrest that is fundamentally broken. Charter schools are not the solution. It's great that your daughter has that opportunity and honestly both of my kids are enrolled in a charter school. But that doesn't mean the system isn't broken. Think about all the little black kids in your community that didnt get the opportunity your daughter did.

everybody has to follow the rules, but a lot of black school boards have wide authority to make changes, but this goes beyond schools, this is about the police, fire sanitation etc, there are municipalities where those things are controlled by black people, and to put it mildly there are not examples of black excellence

to tackle those problems, is the solution begging white people to stopbeing racist or is the solution black people making changes for ourselves?

And what about all the black kids that don't live in a majority black municipal. How do they improve their schools without talking to the white man?

we are talking about little black kids that dont get the opportunity to go to a good school, those schools should be shut down and reopened as charter schools or the parents given vouchers, we have to stop supporting a public school system that doesnt work for black people and you should stop listening to white liberals and their scare tactics

I blame teachers for making knowledge such a chore to learn. Many teachers in America lack the passion of teaching certain subjects effectively and interesting, while parents don't care for their kids' humanity or their individually. Knowledge comes out of the love of learning, not to brainwash kids to become employees.

True and false. I believe 95% of teachers are passionate about teaching. When then get into the environment they find that they have to discipline more than teach especially in inner city schools.
