He's intimated what it is throughout the books though. Long story short certain the blood of the First Men (Starks, Blackwoods, etc) and Valayrians (Targaryen) has some type of magical component that provides powers that may be deemed inhuman. For the First Men it results in warging animals. For Targaryens, it means controlling/influencing dragons. It's also why the mixture of both First Men and Targaryen blood produces stronger magic. Dany's grandmother has Blackwood blood for instance, Jon Snow has Stark and Targaryen blood.
