I do remember a few times that heels did that and getting the "no disqualifications or count outs" stipulation in a feud. Like everything else, there's no universal application, so yeah, might as well.

The Worm, it took about 30-40 seconds to do this move and all it was, was a fukking slap to the chest basically. Why not just pin him instead of wasting all that time just to basically slap a guy ?

After winning a match against Big Bossman, Undertaker decides to murder him by hanging in front of the screaming crowd. During the several minutes it takes to set up, no one in the arena makes any attempt to prevent the murder from happening.

Undertaker faces no legal repercussions for his crime and furthermore continues to be employed by and appear on television for the same company that watched him kill a fellow employee.

With no explanation, Bossman himself miraculously reappears on TV a couple weeks later unharmed, the incident is never again mentioned and he goes on to sabotage another employee's father's funeral and drag his casket behind his vintage 1960's police car, as well as trick another fellow employee into eating his beloved pet dog. Again, no charges are filed.
