Gold bars are too heavy for people to be loading them up quick, and carrying around. A chest full of gold bars would not be able to be carried by two people.

So the Joker can plan to kidnap or kill Dent and Rachel with an elaborate plan first attempting an assassination, then chasing down his convoy, then escaping from jail by planting a bomb in an imate, rigging a warehouse with explosives, then blowing up a hospital, then planting bombs on ferries, . All this after a bank heist that went just as planned.
How much time this guy have on his hands to plan all this.
