There's a lot of ignorant actions made in this film as well most if not all slasher movies. It's a typical trope in that genre. That said, the townspeople couldn't possibly now the nature of Michael. For them they assumed he's an over 60 regular human being and NOT anything supernatural about him. So what they did would've of KILLED any regular person. No one in this right mind would be sadistic enough to bash their skull in JUST to make sure they dead, nor Michael Myers wouldn't even gave them that opportunity if it did come to that.

Ok, but if you're going to kill someone that fukked up a family member or close friend and you've already committed to the action of killing him, would you stop before the deed is confirmed done? Mobs can manage to make a body unrecognizable or straight up mutilate it, but here, they stopped before he stopped. And it wasn't like they were unaware of his reputation of killing either. They were a sloppy mob full stop
