They aint ever gonna primarily set a gta game in a city like New Orleans, Houston, Phili, Boston, St Louis, Kansas etc
New York, Miami, Las Vegas, Los Angeles, San Francisco are the most famous and renound U.S cities, when you ask someone who's not American to name a city in America, one of those cities are always mentioned first, they also have well known landmarks. This is why GTA games will always be based around those cities, they're the most exposed American cities.
People dont care or just dont know about a place like Dallas or Atlanta 
it's all about the "big apple", "the city that never sleeps", "magic city" etc, the rest are 
. Why do you think most TV shows are based in those cities.
For example when people say they would like a GTA game based in England, what city do they always mention for it to be set in?, London, the most exposed and renound city in the country, why no mentions for Manchester, Liverpool or Birmingham etc, they're even bigger than London. You got nikkas in here talking about Brazil, then talking about Rio .
@ nikkas still wishing for a GTA game that's not in America, clearly dont understand the writing or satirical nature of the franchise, that require the games to be set in America.
nikkas dont even realize that North Dakota was in GTA 5
albeit for only two missions, this is how they'll add more places in addition to the primary city that the setting is based in.
