I didn't realize that Jaehaerys was their grandfather.

Well if that's the case, then why was their an issue around the succession?

If Jaehaerys eldest son died but had a son of his own, then that son is their heir. It goes from father to eldest son to his eldest son.

The same way Jon Snow is the heir moreso than Daenarys because he is the eldest son (well, surviving son) of the mad kings eldest son Rhaegar.

Jaehaerys eldest living son and heir for 30+ years was Aemon ( father of Rhaenys).

Aemon dies. At this point, the position as heir should have went to Aemon’s eldest male child, but he only had a daughter Rhaenys (wife of Corlys).

Knowing this, Jaehaerys decided to make his second eldest living son Baelon the heir instead (the father of Viserys).

The death of Baelon triggered the council we saw go down in the first few minutes of the pilot.
