Yes. The Lord Commander of the KG is one of the most powerful positions in the realm. They even have a seat on the small council.
The Kingsguard was barely featured in GoT (and I don't even remember any full blown coronations in Thrones), but this show is trying to be more faithful to how things work in the books. And yes, Criston crowned Aegon II in the books, so its not some show invention to make him seem important.

You are acting like Otto cares about a red light district in Kings Landing in the first place so why care about one whore in particular?so otto let daemon's jumpoff not only frolic around unchecked, as she was claimed to be pregnant the last time he saw her as well, but actually gain enough power to ransom his grandson too
He was out of Kings Landing for years. What power would he have to track what was going on there in the red light district.

why does otto not know about her when their networks overlap?
on top of that, the main person in the show who would want her out the paint is otto - a decade ago or not, daemon claimed she was carrying his child. kind of a big deal and probably on the to-do list of assuring alicent/aegon challengers die.
