Because she is the one with all the authority. How can the man have responsibility with no authority? Once a man's semen leaves his body, he has no right to tell the woman whether or not she can take that pregnancy to term.

Is it your position that men should have the authority to tell a woman whether she can take the pregnancy to term or terminate it? If men had that authority then they would have responsibility. But since men have no authority when it comes to what happens to our semen once it leaves our body then we shouldn't have any responsibility either.
