Minimum should be 8 teams (all 5 power conference champs and 3 at large).
Optimal is 16 (all 10 FBS conference champs and 6 at large).
Power conferences would fight it because it will risk their investment losing to a team in the first round in a mid power oh god. College football backward thinking is because it is controlled by old racist southerns

I know 16 is a pipe dream, but 8 is VERY realistic. No one really cares for the meaningless football games and ESPN overspending and buying these rights just to have programming (and to keep it away from their competitors) isn't looking good for their bottom line.
