Again, are people expected to NOT set up shop in an available location?
Sure, problem is nearly everything in the shop will be created by Multi-National Corporations, or, sold for FAR less in an establishment that is owned by/a subsidiary of a Multi-National Corporation so profits won't stay in the Black community.
Lettuce not forget that lending institutions and realtors are biased against Black people, which is why there are specific Gov't. (Federal and Local) incentives promoting them, but they are few and far between.
The bottom-line is that Black people have FAR more 'hoops' to jump through to secure proper representation entrepreneurially, so blaming the lack of Black businesses on desegregation is a categorically ahistorical characterization of what transpired after 1964.
