Gohan didn't fight cell first because Goku wanted Gohan to see Cells moveset and how he fights before actually fighting him.
Why didn't Goku and Vegeta go Vegeto from the start with Buu? From the start when? Are you referring to when Majin turned on them and knocked Goku out then blew himself up to try to kill Buu? Wasn't really a chance for them to do it until when Vegeta is brought back and then they immediately do it because they believe it to be their only chance. They don't even like fusing so they wouldn't just do it before seeing how strong Buu actually is.
good storytelling would build up these characters more than them having me asking why the hell they're lasting longer than seconds anyways when they're even made out to be jobbers. Only two they built up well for this tourney was Toppo/Jiren. The only other 3 built up at all are the first ones to go (the danger trio). Compare that to the Frieza saga when every damn goon was built up well and took a legit fight to kill them(universe 9 jobbed out 8v2). Universe 6 has Hit, the rest of those bums already lost or are far behind in actual skill(the saiyans can be SSJ2, but they've two of them had zero training with their new forms and are children while Vegeta/Goku have been training/fighting for their whole lives; Goku/Vegeta also don't bring along Goten/Trunks due to their inexperience).

Zeno wasn't even bothering with it. If he was going to do it, he would have. Goku started this shyt when he put the two Zenos together. Mirai Trunks' ain't have to go through this.
