Cell is part Sayain as well as Friezas race he actually can potentially get ridiculously powerful. The problem would've been time and that they didn't have. Cell doesn't have the history with Goku and his comrades that Frieza does, nor does he have that burning hatred inside for him. Not to mention I don't even think Cell can really keep up because I don't think he can really get stronger like that since he's a Bio Android, but that's a different story altogether. Point is, him and Goku teaming up just wouldn't be anywhere near as epic

I'm not sure he can get stronger via training like they can. He's not like 17 and 18, who are actually humans with machine parts inside them. They since they're humans, they can better by using their bodies through physical training. And they also didn't need to absorb anyone.
There's a reason why Cell needed to absorb people to get stronger. If he could get stronger through physical training, he wouldn't need to absorb people. He can definitely get better by being pushed to the brink of death of in battle (which is where the Saiyan cells come into play). But outside of that and absorbing people
When Frieza bodied Dende I hit theHe has Frieza cells so he could get stronger from training like he did and of course near death like saiyans
