The mortal level is based on development of civilizations. It's hard to develop civilizations with Frieza and the saiyans blowing everything up. And Beerus is always asleep so he's never around to handle people supreme Kai can't take care of. The other universes that were spared are obviously far more attentive and work harder to keep things in order it has nothing to do with combat power. You think universe 11 clown god gives af about working? He just bangs girls and hakai them when they become a nuisance to him.
