I thought it was obvious what goku was trying to do.... It was clear when he let kale join the fight that he wanted to recreate UI. SSJ2 and LSSJ aren't as big of a strain as 2 SSJB so it's only logical that they can keep their fusion.

18more weeks of this tournament arc ain't no telling what will happen. And I'm here for it every week, I just hate it that it's on Sunday and the next day is work

I took it as he was able to hit the forms, but not able to fight at anywhere near full power in them as he hasn't really recovered.
