You local elected officials have pretty much all the power over the police. Show up and vote for those people instead of just expecting the King to do everything from his throne.
Obama has done what he can for people with his ability to enforce federal law (the issue with the transgenders). He cant give himself powers to control local law enforcement.

People keep lying saying Obama can't do anything. I already exposed that as a lie. George H.W. Bush Arrested the Rodney King Cops from the DOJ after they all got acquitted of all charges on a local level. What's Obama's excuse again? If Racist ass Bush can arrest Racist cops from a Federal level than don't talk to me about "But Obama can't do anything". Constitutional and Civil Rights are being violated in ALL of these cases.

if local officials decided to pass laws that basically made it illegal to be black then yeah the federal govt would move in and shut that down though areas where they can cut off funding. the best you can hope for right now is that his rights as an american with a disability was violated in someway. the justice dept will investigate and they'll come back and say this police dept needs better training and practices, blah blah. unless there is video and audio evidence of them CLEARLY acting in a manner that violated his civil rights nothing will come of any justice dept investigation other than a dept wide order to change procedures. if the murderers aren't convicted locally, don't expect the feds to be able to work some kind of judicial magic.
sheriff is an elected position. if it's city police they're directly accountable to the mayor and mayoral elections in the vast majority of southern cities are 10-30k turnout affairs. we've been asleep at the wheel so long that in state capitols they've gerrymandered there way to complete domination and representation isn't even proportional. obama won florida twice and yet in the florida state legislature it's 26 republican state senators to 14 democrats and 81 republican state representatives to 38 democrats. with that kind of domination you don't even need to talk to the other side, they are just there to make up the numbers. unfortunately people think electing a president means the job is done, but american govt truly is bottom up, not top down. the big money is at the federal level and they can use that a little to try to check these state people, but that can be challenged in court and more times than not the states will win.

I keep telling black people to take a trip to DC and visit the Holocaust Museum. Take the day and ponder each exhibit slowly. This is how the German extermination of Jews took place. It started with media smearing of Jews, then destroying of Jewish business and cultural centers, then extreme police brutality. The concentration camps were the LAST STEP.
If you don't see the situation of black people in America in that exhibit, I would postulate you to be blind.
