You have terrible reading comprehension. Republican turnout already has to be high for them to even be competitive. Even with their turnout being high they still always lose the popular vote, because there are just more registered Democratic voters.. That is why even though Trump had high Republican turnout in 2020 when he received 74 million votes last election cycle that damn fool still lost to Biden by almost 9 million votes because Biden had almost 83 million votes. That just gives you an idea of how many more Democratic voters there are than Republican voters. That also explains why Republicans spend so much time to break the Democrats strongest bloc of voters, which are African Americans.

Now for your second question as to what will drive Democratic turnout; do y'all pay any attention to the crap that the Supreme Court has done? The Supreme Court, Trump's court, overturned Roe v. Wade. That and the fact that Trump is a racist ignorant douchebag is what will push Democrats to the polls. If you had been paying attention the last 2 years you would have noticed that the Republicans underperformed in the mid-term election and every special election since the Court's decision. Now that Trump is a convicted felon, with around 60 felony charges to go you know that the Democrats are going to show up.

Reagan was way worse for the Black community overall than Trump but I haven't heard of much pushback back then.
