The standard is a criminal trial is beyond a reasonable doubt. You can believe he probably did it but if you're not sure he did it beyond a reasonable doubt then you have to acquit. The prosecutor might have not wanted this case to go trial because he thought he would not be able to prove guilt beyond a reasonable doubt.
Alot of prosecutors will not try a case unless they feel certain they can get a conviction. So even if they think Watson is guilty, they might steer the grand jury to not indict because they don't want to lose the case at trial because they couldn't meet the high burden of proof.
