Since the report dropped we've had media pundits assuming the only reason Mueller didn't charge Cheeto because of DOJ regulations...Thats what everyone on the left assumed and everyone on the right dismissed it as nonsense...
You basically just heard it directly from Mueller himself confirming, if this orange clown wasn't president he would have charged him with obstruction...

He said that the first part of the report detailed Russia efforts to influence the election and included Trump campaign's responses to those efforts. They concluded there was insufficient evidence to charge a broader conspiracy. That doesnt mean it didnt happen. It means they didnt gather enough evidence (probably needed Manafort to flip) to bring charges.
Listen again. He spoke for the two parts of the investigation. Part one was collusion part two was obstruction.
