Start studying for your license first. Get a Technician license from the FCC. I will dig up some good YT videos on a starting setup. Buying the radios is easy. Mobiles (for car or home base station) and HTs (handhelds) can be bought cheap from Baofeng or reliable from Yaesu/Kenwood/Icom. The harder part is getting good antennas to maximize reception/transmission.
