"Thor" may still make an appearance if Tony ends up cloning him. Considering that Mr. Fantastic wack ass won't be in these for sure, perhaps Hank Pym's role will play a part in helping Tony with the detainment quarters for the superheroes and Thor's cloning. If they go that route.

I'm guessing of course and assuming they still going with Tony being pro registration and CAP anti-registration

Team Iron Man:

War Machine - Tony's best friend
Black Widow - Tony's financing SHIELD and she is loyal to SHIELD, also wants to find Hulk
Hawkeye - same reason as Black Widow, he's loyal to SHIELD
Ant Man - if he's based on the current comics, he wants everyone to know he's Ant Man, would favor registration
General Ross - still looking for Hulk, hates Hulk

Agent 13 / Sharon Carter - in love with CAP, probably doesn't trust SHIELD anymore after Winter Soldier
Scarlett Witch - hates Tony Stark
Falcon - loyal to CAP

Vision - He's going to struggle with who's right and wrong between Tony and CAP

After this movie, disconnected standalone solo films just wont be interesting I'm afraid. It's just going to be underwhelming. Characters are gonna have to crossing over we're at that point now. Iron Man and Hulk in Spider-Man, Nick Fury in Black Panther, Black Widow and Hawkeye in Captain Marvel. The game has changed. No more half-measures.

Hulk is in space probably on his way to meet with the GOTG and will be in GOTG2(Why u think GOTG2 is the only sequel in Phase 3 not to have it's Subtitle revealed yet? )

Everyone else is still on earth so yea they all part of this.
