2) Northern Nigerian politicians woke up and realized that invading Niger would destroy their region.
3) ECOWAS defence chiefs realized that invading and realistically occupying Niger is an impossible task. You'd need 500,000 troops for that - for several years. Niger is huge, its borders are vast and weapons flow from Libya/Mali would create a quagmire.
