Nope thats not it, what you quoted is whats going in this particular case. They need someone who can sing and act and who somewhat looks the part, so you can't really controll who you get in this case and have to go for whomever fits the bill the best regardless of national origin.
In other cases its most likely just a case of whites not being able to distinguish the regional dialects and characteristic of black folks outside two main generalized phenotypes: IE; the thug black guys, and the intelligent brother. So they will cast a british guy doing his best midwestern middle of nowhere newcaster accent and think thats great because he is indeed a good actor. However they are not realizing that it is actually not very good and completely out of place considering he supposed to be from Brooklyn or someshyt. But they never do that with white people because they pick up on those nuances right away and can clearly make out a british person doing a terrible texas accent. FYI Brits are terrible at Regional american accents. if i didn't make that clear.

My alma mater Alabama State (an HBCU) has a acting degree program. They put on plays all the time and have had some famous actors be professors there.
It’s something else that’s leading to black brits getting these roles over AAs

also the UK industry is more racist (so high profile local roles are hard to find) and is smaller overall which leads to a large proportion of UK actor brehs entering the US market.

idris (for example) couldn't get roles in the UK back in the day and now that he has made it the UK producers can't stop throwing roles at him.

we can tell most of these dudes are British. that dude from Snowfall slips up his accent all the time. Only black Brits who have mastered American accent is Delroy Lindo and Lenny James. Maybe Chiwetel. All those other ones are not great at it.
