The state is locked out from the funds. That doesn’t mean people can’t go to the doctor anymore. Just that the hospitals won’t get paid until the “pause” is over.

Medicaid funding is based on the government's Fiscal year (October). Every state has funding right now. They just can't access it due to the portal being down. The money hasn't been frozen.
