most of those people affected by Clinton Drug Laws are coming up for parole/probation right now anyway. Its been 25 years for most of them. So this "second chance" was something that was in the works. He is just doing this for publicity purposes.

And this only applies for Federal cases. Brehs in state jails still getting the books thrown at them. Looks like they are trying to shake up the prisons to make room for new inmates, not reform the system.
