Even if everything was not closed, after the virus got to run through people for a month, folks would be begging to government to do something. A significant number will come back. Even if businesses don’t, others businesses will pop up to offer those services. People will fly again. Maybe not as much as pre-COVID, but significantly more than currently so people will have to be hired to meet the needs of that increased capacity. Ditto other nonessential industries (such as sporting goods stores, clothing stores, electronic stores, hotels, gyms, restaurants etc).

I’m not saying that everything will just go back to normal, just that that 22 million represents the worst case since significant number of those jobs will come back once businesses are allowed to open again.

How can someone come back to a job that doesn't exist? And where do you think any entrepreneurs will get capital from to start a business? And why would you think a new business would hire the same amount of personnel as a mature one? I don't mean to be rude-- but some of you need to take an economics class desperately.
