If you didn't get an OLED TV you lost, 4K is a not a big jump AT ALL from 1080p as far as the human eye in concerned. Just tech companies needing to keep selling products

I'm a bit of a noob, how does one get full 4k? Obviously you need a 4k TV. Do you need special 4k blu ray's or will any old blu ray play in 4k? And what device do you need to use? I've just got the standard PS4, and use Netflix/blu ray's on that, will that stream 4k or do I need something else?

if you gotta 4k tv your shyt should have apps for that. you not getting 4k on old blu ray players and standard ps4. you need uhd shyt.

prime, Netflix, and youtube all got hdr and 4k shyt. you need ps4 pro and a uhd blu ray player. i don't know about upscaling but you gotta buy uhd blu rays for true 4k.
