Realistically, the amount of people isn't the issue. It's who that's important. Most importantly, everyone in surveillance has to be in on it because they will be the first to be investigated and the evidence(paperwork and video) of what happened will exist and be easily accessible... which you don't want. You need time to clean up the loose ends to the point if/when they do figure out what happens, everybody will be gone. Staff Sergeant on duty will have to be apart of the cover-up. Lastly, you need look outs and escorts.
This is semi-complicated, but not impossible. Like you said, white people do it to us all the time!
