Would this have happened if he had his phone?
We're not talking about getting up on time, and there is no "next bus" for a school bus.
Would him knocking on the door be necessary with his phone at hand?
Without "what if", what is the only short, logical answer to that question?

Why is a form of discipline more important than a 14 year old's safety.

When I lived in Florida, my "well to do" black relatives lived in a "well to do" BLACK enclave in St. Pete.
My "well to do" DC relatives live in 51% black DC.
